Direct answer
Argentine law now provides two distinct naturalisation routes. The residency route requires two years of continuous, lawful residence in Argentina without leaving the country. The investment route, added to Law 346 by Decree 366/2025 and regulated by Decree 524/2025, is based on a relevant investment regardless of time of residence. Neither is universally better: the choice depends on whether the applicant intends to live in Argentina, the capital they can commit, their international mobility and how clearly they can document the origin of their wealth.
Key facts
- 01Article 2 of Law 346 now recognises both naturalisation by two years of continuous, lawful residence and naturalisation by relevant investment, regardless of time of residence.
- 02Under the residency route, 'continuous' means remaining in Argentina for the whole period without any departure abroad.
- 03Decree 524/2025 created the procedure for investment applications, with the Agency for Citizenship by Investment Programs reporting to the National Migration Directorate (DNM).
- 04The October 2026 official announcement described two options: a USD 350,000 non-refundable contribution to the National Treasury or subscription of a USD 800,000 government bond, with applications expected in Q4 2026.
- 05Once it receives the Agency's report, the DNM has 30 business days to decide; this is not the total duration of the process.
- 06Investment applications are subject to due diligence on identity, lawful origin of funds, criminal and reputational background and migration history.
The core legal difference
The difference is not just the amount of money; it is the legal basis for naturalisation. In the residency route the central element is continuous and lawful residence. In the investment route it is an investment that meets the definition of 'relevant investment' set by the Ministry of Economy under article 2 bis of Law 346, followed by an evaluation under the procedure of Decree 524/2025.
This makes citizenship by investment an alternative naturalisation route, not simply a more expensive version of the residency route. For a full overview of the framework see Argentina Citizenship by Investment.
How citizenship by residency works
Law 346 allows foreigners over 18 who prove two years of continuous and lawful residence immediately before the application to request naturalisation. The DNM's official guidance also lists holding temporary or permanent residence, an Argentine identity document (DNI), lawful occupation or means of support, and no Argentine criminal record.
The requirement is not satisfied simply by holding a residence permit for two years. The law treats residence as continuous only if the applicant stayed in the territory throughout the period without leaving the country. For entrepreneurs who travel regularly for business or family reasons, this can make the route impractical. See Argentina Citizenship by Residency.
How citizenship by investment works
Decree 366/2025 amended article 2 of Law 346 so that foreigners who prove a relevant investment in Argentina may also be naturalised, regardless of their time of residence. Decree 524/2025 then set out the procedure: the Agency for Citizenship by Investment Programs reviews the application, assesses whether the investment qualifies, requests reports from other agencies and sends a detailed report to the DNM recommending approval or rejection.
According to the October 2026 announcement, the economic options are a USD 350,000 non-refundable contribution to the National Treasury or a USD 800,000 government bond created for the program. Amounts and operational details should be checked against the current regulatory status before any commitment.
Which route is faster?
Citizenship by investment should not be presented as automatic or as a process with a guaranteed number of days. The 30-business-day period applies to the DNM decision after the Agency's report. Before that come the preparation of the file, the evaluation of the investment, the collection of documents and the inter-agency checks.
The residency route, by contrast, cannot begin until the two-year period of continuous residence has been completed. Comparing the two on speed requires looking at the applicant's real starting point rather than at a single statutory deadline.
Which route costs less?
On a purely financial view, the residency route does not require the program investment. That does not make it free. The applicant must actually establish themselves in Argentina for two years, which can mean relocating professional activity, maintaining a home, reorganising international travel and adapting family and business arrangements.
The right comparison is therefore not USD 350,000 versus zero, but committed capital versus time, physical presence and the opportunity cost of living in Argentina for two years without departures.
Families
The October 2026 announcement contemplated additional contributions for family members under the USD 350,000 option. These figures come from an official announcement and must be confirmed against the implementing rules:
- Spouse: additional USD 100,000
- Children under 18: additional USD 25,000 each
- Children aged 18 to 25, unmarried and without children: additional USD 100,000
- Example given: principal applicant, spouse and two minor children, total USD 500,000
How family circumstances change the analysis
A family already planning to move to Argentina may find the residency route more natural. An international family wishing to keep its current mobility may find the investment route more suitable. Civil status records, foreign documents, apostilles and translations matter in both routes. See legal considerations for families.
Due diligence and source of funds
The investment route requires the deeper financial analysis. Decree 524/2025 provides for reports from bodies such as the Financial Information Unit (UIF), the National Recidivism Registry, RENAPER, the Ministry of Security and the intelligence secretariat (SIDE), among others. The announcement refers to identity checks, traceability and lawful origin of funds, wealth analysis, jurisdictional risk and criminal, reputational and migration history.
For an investor with businesses, accounts, trusts or properties in several jurisdictions, the question is not whether they have the money, but whether they can explain legally and with documents where it came from. See source of funds and source of wealth.
Five questions to decide
- Am I willing to live in Argentina for two years without leaving the country?
- Is the investment amount an acceptable cost for my objective?
- Do I need to keep my international mobility?
- Can I clearly document the origin of my wealth and of the specific funds?
- Is my real goal citizenship, or settling in Argentina?
Summary comparison
- Legal basis: continuous, lawful residence vs. relevant investment
- Time requirement: two years without departures vs. not based on the two-year requirement
- Investment: none required vs. USD 350,000 or USD 800,000 as announced
- Procedure: naturalisation by residency vs. Agency for Citizenship by Investment Programs and DNM
- Main cost: time and real relocation vs. capital commitment
- Typical profile: person settling in Argentina vs. international investor or HNWI with high mobility
Where an Argentine attorney helps
There is no general obligation to hire a lawyer to compare the routes. But when the decision involves a six-figure commitment, an international asset structure or a family across several jurisdictions, prior legal analysis can prevent costly mistakes. Counsel can assess which route is legally viable, what documents will be needed, how to prepare source-of-funds evidence and which issues to resolve before committing capital. The aim is not to sell a route, but to identify which one makes sense. Discuss your case.
Legal considerations
- Citizenship, immigration residence and tax residence are different legal statuses; obtaining one does not determine the others.
- The investment route does not exempt the applicant from legal requirements: the investment, the background and the financial information are all reviewed.
- Figures and procedures from the October 2026 announcement remain subject to implementing rules and administrative practice.
- No route guarantees approval; decisions belong to the competent Argentine authorities.
Frequently asked questions
Is it better to invest USD 350,000 or live two years in Argentina?
There is no purely mathematical answer. For someone who wants to live in Argentina, investing only to avoid the residency period may make little sense. For an entrepreneur who cannot interrupt international activity, two years of continuous residence may cost more than the investment.
Does citizenship by residency require an investment?
No. Naturalisation by residency is based on two years of continuous, lawful residence and the other legal requirements, not on an investment.
Does citizenship by investment remove all requirements?
No. It removes reliance on the two-year residence requirement, but the investment must qualify and the applicant must pass identity, financial, criminal and reputational checks.
Can I leave Argentina during the two-year residency period?
Under the current wording of Law 346, continuous residence means staying in the territory throughout the period without any departure abroad. Frequent travellers should assess this carefully before choosing the route.
Is 30 business days the total processing time for investment applications?
No. That is the period for the DNM to decide after receiving the Agency's report. File preparation, investment evaluation and inter-agency checks come first.
